Likely the payload, it has already manoeuvred to the expected orbital period.  Final stage normally de-orbits with these missions.

Most, if not all, Chang-Zheng launchers have this feature: it's just polystyrene-like panels for thermal conditioning of the upper stage and payload. In fact, many launchers use(d) this, like for example the old Ariane 4 and nowadays Ariane 5's booster joints.

which transliterates as Tianhui yihao 03 xing  (Tianhui-1 Sat 03)
I don't feel we should be constrained by however Xinhua chooses to render it in English
(in the past they've rendered such names differently in two places in the same article)

Well, if you ask me, I have a preference for Tianhui-1C ;)

Going out on a limb here, but I use Tianhui Weixing-1 3!
I've always been crazy but it's kept me from going insane - WJ.
