This is partially new and old, My theory is they got some pressure from AST SpaceMobile

Very good news. Actually, if LVM3 with Bluebird goes up in Dec-Jan, that would be 3 LVM3-3 launched within 3 months!  Gsat-7R, Gaganyaan uncrewed, and Blue Bird.

That's $56M USD. Seems like quite a lot to pay, when you can get a Falcon 9 launch for just a little bit more. Perhaps the intention was to develop a business relationship with ISRO for potential future commercial offerings in India.

Yeah I was surprised by that cost as well, thought would be closer to $40m, but maybe there is some form of credits, I am sure ISRO would not want to disclose that. or even that included AST delay fees? But yeah, there is obvious some strategic implications or decisions at play here whether to get market access, favorable incentives/investments in future, or future lower cost launches.

AST has a big office in India, a NOC, and gets some satellite equipment from India, so there is a partnership with them and incentive to align.
