The first TLE for the PSLV launch is out: 44804/2019-081A is presumably Cartosat 3, in a 500 x 519 km x 97.5 deg, 0930 LTDN sunsync orbit.

It looks like we have sufficient separation and good TLEs to allow us to make IDs for the 12 Planet cubesats from yesterday’s CARTOSAT 3 launch. Making updates now.
