It looks like it's a segment of the steel frame that will form the basis of the tower, and the "crane" aka the grabber arms will slide up and down it mounted on some sort of collar that's wrapped around its exterior, probably counterbalanced by concrete blocks that are carried inside the structure. 

Sort of like a weird, giant cross between a vertical lift bridge and one of those amusement park launch/drop tower rides.

OK, here is an interesting comparison of the size for the bases for four of the cranes on site now.  Clips were taken from the RGV photo at the same zoom level for the mega-image.

Based on this, the LR11350 is going to be a true beast when it is fully assembled.

never rolled under a fence? much easier than trying to crawl on your knees and elbows, more so if it is electrified.

The south tip of the old gas well site is no less than 2.8km from the nearest point on the border. The orbital site is no less then 3.4km from the nearest point on the border.

Probably, however it would be a nice troll though its not unheard of at large company complexes that have these joints at company cafeteria's/standalone restaurants located inside company cities/installations.

Maybe with all the 24/7 attention other companies have discovered a way to get some cheap publicity. Just hire a flat bed with some random steel on it and a large sign and drive up and down the road.
