Flight profile and sequence of events from ISRO brochure
Final orbit inclination should be 29° (as per brochure text - 27° in the sequence of events figure seems to be a misprint -)

Seems like 11:47 (pm LT) in the Telugu paper could be a typo for 11:41 (pm LT)

So apparently this launch will use the XL version of the rocket. I thought this would be the debut flight of the HP version with longer 1st and 2nd stages and higher performance upper stages. What happened to this version?

XL version is sufficient for the mission.
