Isaacman seems to have wide latitude on what he can do, except that he's not going to have any money to spend on new programs.

I think that's not necessarily a bad situation to be in, or at least not the worst situation to be in.  The office of NASA Administrator can have a lot of impact if he's creative about it and is a long term thinker.  For instance, Bridenstine may eventually be very well known for the Artemis Accords.  Zero dollars committed.

Just making SpaceX's not-so-small private spending go farther would be a worthy achievement.

I think the source(s) are non-technical who people have conflated two very different issues. While IMO NEP has merit as an important long term technology for crewed and robotic exploration of the solar system beyond Mars it is basically fantasy as far as near term Mars efforts with Starship. The only reasonable potential overlap is perhaps someday Starship will launch NEP testbench hardware and eventually modular components to assemble NEP spacecraft in LEO.

But I think nuclear propulsion should be tabled in favor of designing and building a manned lunar base first.
Sometimes I just flat out don't get it.

But I think nuclear propulsion should be tabled in favor of designing and building a manned lunar base first.
We need to cancel SLS to stop the massive waste of money. If that requires a pivot to a different project at MSFC, then it's worth it. I'm neutral on nuclear electric propulsion, but I think it could reduce the cost of  cargo transport to the Moon in addition to Mars, so it's not inconsistent with your preferred goal.

Probably, but personally I don't care about his donations to either party. The only thing that actually matters is whether or not he is able to be a good administrator for the agency. His commitment needs to be solid and his ability to see it thru unwavering. He needs to be a leader that will will make people want to follow his lead. There is a proverb that says "where there is no vision the people perish". It applies equally to NASA. He has to have a solid vision that inspires everyone under his oversight and make them want to excel at what they do. And the vision has to have a solid foundation in reality and potential. His donations don't matter. His character does. My opinion.
