Rules: same as my similar Stoke Space upper stage reuse poll (https://forum.nasaspaceflight.com/index.php?topic=60613.0) except substitute "Blue Origin" for "Stoke Space" as the company and "New Glenn Project Jarvis/Clipper" for "Nova" as the prime suspect stage.

It's unclear what you're asking about. If you're asking about the poll rules, the rules don't care about how recovery is done, just when it happens. If you're asking about Blue's plans, I don't think anyone outside of Blue knows.
