Containment Lab for Mars Sample Return

I found this article on NASA's evolving plan to build a biological containment lab in Utah for the Mars sample Return mission.  It sounds like a challenge.

Serious question - how would all this affect SpaceX sending and returning Starship to Mars - even unmanned in the next decade? I hope SpaceX have a team looking into this too.
