I think B16 will be the Booster for Flight 10. I would think they want to launch the new Booster and then reuse both B15 and B16. It could also be possible, that they need time for B15 after they launched B14, so they launch B16 to get more flights faster.
But that's of course just a guess.:)

I think it'll be 15. For the remaining V1 boosters, I think they'll want to just expend them in order, and maybe 17 won't even be flown; it's kind of a SN12 situation.

I would not be surprised if the decision between 15-2 or 16-1 might depend in part on what happens during Flight 9.

I suspect that whichever booster is used, SpaceX would include some pre-flown engines.
