And I guess a benefit would be extra cargo in VV's with a lower orbit. It is always a trade off of using more propellant to keep ISS in orbit and extra cargo in VV's with the station in a lower orbit. I guess with lower sun activity the benefit is more cargo in a lower orbit.

Although a benefit of flying ISS at a lower altitude is increased payload capability for VVs (due to lower fuel requirements), a drawback is that less debris can be tracked at lower altitudes, leading to fewer conjunction notifications.

Now, you might think that this is a good thing, but notice that I said fewer notifications, not fewer conjunctions - the only reason there will be fewer notifications is that less conjunctions can be seen, which is bad. Indeed, when the ISS went up to 400km, conjunction notifications were expected to increase by 50-100%. I don't know whether this proved to be correct, however.

I don't think that is quite right.  There is in fact less debris at lower altitudes.  Never heard that they are harder to see low - doesn't quite seem to make sense to me from a physics point of view.  Yes, we are seeing about what was proedicted, maybe a little more (small stats though).

Do you know why they plan to relocate Soyuz TMA-09M to Zvezda, rather than dock Soyuz TMA-11M to Zvezda ?

Probably in terms of failure the relocation at the end of flight is better than at the beginning.

Docking port: ATV uses Zvezda.

MLM was originally designed to be compatible with ATV, but since now only 5 are planned and that MLM is not on the orbit as part of ISS RS this option is not possible, besides I am not sure if MLM will fly with ATV sensors/retroreflectors installed, but the brackets and tags on insulation are still present according to recent images of MLM.
