Ethiopa looking to build a medium SLV by 2020.

The article says they launched a sounding rocket called Alpha Meles to 30 km in November 2015. I could not find a news reference confirming the launch. I did find this article reporting the upcoming launch in November 2015.

The only photo I could find of the rocket is in below. This looks to be only a vacuform model.

Their jumping straight to medium lift? Would it not be better to start off with something smaller?
