Was the state, under the standing Memorandum of Understanding, obligated to pay the full cost of reconstruction?  Could Orbital ATK have simply refused to re-negotiate?

An error in the Richmond Times-Dispatch article?: Bob McDonnell was inaugurated Governor of Virginia in January 2010.  If the date of the original MOU is correct, then it would have been signed during the administration of the previous governor, Tim Kaine--he is now of the state's current US Senators.

(Tim Kaine's predecessor as Governor is Virginia's other US Senator--Mark Warner.)
