 - Spektr-RG was originally scheduled to go up on a Soyuz-2-1B Fregat combination; with Spektr-UF on a Zenit-M Fregat-SB. Both Spektr-RG and Spektr-UF are now to go up on Proton-M.

If I understand this tender the Fregat upper stage is being stored, awaiting launch and the Russian Federal Space Agency (Roskosmos) has had to pay for this work.

I think it's too heavy for Soyuz, so only alternatives are Proton and A5.

I think it's too heavy for Soyuz, so only alternatives are Proton and A5.
One of the 2017 designated spare Proton-M/Briz-M was guaranteed as available next year in the event relations deteriorate and need to switch is realized. Current plan still calls for Zenit-3F/Fregat-SB

The deputy director of the Institute of Space Research Mikhail Pavlinskiy says the launch of Spektr-RG is now scheduled for March 2018. It will most likely be launched by a Proton/Blok-DM03 originally earmarked for the Glonass program. The Zenit originally scheduled to launch Spektr-RG will now launch AngoSat.

Ilya Lomakin, NPO Lavochkin's head of the Spektr-RG project, says the switch from Zenit to Proton will not require any changes to the satellite itself, only to the interfaces between he satellite and the upper stage.

Also according to Anatoly Zak's article on his site a while back, the satellite can carry its maximum propellant load in place of the Zenit optimized SC propellant plan

Izvestia reports that the launch of Spektr-RG has been pushed back from October 2018 to the spring of 2019 due to problems with the radio equipment needed to send scientific data back to Earth. The problems are said to be related to the need to replace Western-built electronic components by Russian ones as a result of the sanctions. 

According to the story, the original plan was to install German-built radio equipment on Spektr-RG, but later it was decided to fly the same radio equipment intended for the Phobos Grunt mission. When that mission failed in 2011 and the Spektr-R/Radioastron observatory lost three out of four sets of similar radio equipment after its launch the same year, Roscosmos took a fresh look at the use of electronic components on future deep space and scientific missions. Apparently, it was then decided to once again rely more heavily on Western-built electronic components, but the sanctions made that impossible. It's kind of ironic that a mission with heavy Western scientific involvement appears to be falling victim to sanctions imposed by the West.

Launch of "Spektr-RG " To search for galaxies officially postponed to March 2019

Moscow. April 19. INTERFAX.RU-International Orbital Astrophysical Observatory  "Spektr-RG " will go to space in March next year, reports on Thursday holding  "Russian Space Systems " (Rks, included in corporation  "Roscosmos ").

 "Rks manufactured and handed over to the customer a new Vysokjeffektivnyj on-board DBK for the International Orbital Astrophysical Observatory " Spektr-RG  ", which is scheduled to be launched in March 2019,"-said in a statement of the RCC.

The holding notes that the devices created in the rks will allow scientists to control the spacecraft and receive scientific information at a distance of up to 1.8 million km from the earth.

Installed on board the "Spektr-RG " The complex will take commands from the ground, participate in carrying out trajectory measurements, as well as transmit telemetry and scientific information to the Earth.

 "The innovative design and technological solutions of the RCC allowed to collect this functionality in one complex. The mass of service systems of the spacecraft has significantly decreased in favor of the target load-the German X-ray telescope Erosita and the Russian telescope APT-XC  "-said in the rks.

Radio complex  "Spektr-RG " will provide data transfer to the Earth at a speed up to 512 KB/s and will work throughout the mission of the orbital Telescope-on the range from 200 km to 1.8 million km from the earth. The possibilities of the complex allow the ground stations of the control to determine the coordinates of the spacecraft with an accuracy of 10 m, and the speed-up to 0.5 mm/s.

Specialists of the Rks have already at the stage of development laid in the radio complex for spacecraft  "Spektr-RG " The ability to keep in touch with the device at any orientation. DBK will constantly conduct self-diagnosis and, if necessary, send its results to the ground. There is also a possibility to  "repair " DBK directly in orbit. If from the ground will not arrive commands more than two days, the complex will automatically start the algorithm of elimination of malfunction-it shall be on a special program alternately to connect reserve half of devices until  "turns off " from System The faulty device and the connection will not recover.

The space observatory  "Spektr-RG " is designed to explore the universe in the Gamma and X-ray hard range of energies. The device is designed for 7.5 years of operation at the Point Lagrange L2. During this time scientists expect to make a map of the entire sky and individual galaxies in the X-ray range and get additional data about the nature of black holes, neutron stars and galactic nuclei.
