NOTAM presumably for Proton 2nd stage and fairing (apparently dropped over Russian territory)
For some earlier Proton flights, "zone#318" at the border between Eastern Kazakhstan and Russia was used to drop the second stage and the fairing. Recent Proton launches have used  all-Russian "zone#327" centered some 240 km to the East of the center of "zone#318".
