The press release doesn't say who if anyone is taking over Sowers' prior role as head of Development and Advanced Programs. If he doesn't have a replacement there, then does this announcement do anything other than change the job title on his business cards?

Interesting timing considering the Human Safety Advisory Board announced recently by SpaceX. Coincidence? Me thinks not...

Competition is good...Let's see who gets there first, more efficiently with the better costs.

He was a launch director and not a manager of a development project.

And they only just e-mailed the media with a presser on this, explaining why none of the media have covered this yet. Going to write up a short article.

Does it sound as if they are even considering the possibility of non NASA human spaceflight?

Maybe, but the line in the presser is "will focus exclusively on NASA's human spaceflight programs" for this org at least.

He talked about DIV almost as much as AV. That makes me wonder if they're at least thinking of a future capability to extend the EDS to DIV/DIVH as well.

If it is purely commercial (i.e., not NASA crews going to ISS) then I think LM/CLS has the marketing responsibilities.

No, that's Lockheed Martin, as opposed to ULA as a whole.
