In August 1994 a small satellite was launched on a Cosmos-3M from Plesetsk into a 1000 km circular orbit at 74 degrees inclination, an unusual combination that was not seen before. Later on it was reported that it carried a multispectral camera with a resolution of 75 meters. Could this be the prototype of something strange in Russia?
