Japan plans to launch the IGS (Radar-3) satellite on December 11, 2011. Preliminary launch window: 0100-0300UTC.

Launch Postponed at least one day, due to weather constraints.
Expected freezing layer clouds concern.

Moved for live coverage. Rocket is now on the launch pad and countdown is proceeding without problems.

Most probably yes.
BTW the launch coverage went offline! (dunno why, I have just started to learn Japanese and I can't hear the reason)
