Here's a solicitation for the development of new throttleable cryogenic LOX/LH2 pump fed engines for exploration vehicles. I wonder what that would be for, specifically?

Isn't that what they were working on with I believe the RL10B2? Deep throttle-able cryo engine? I remember reading something about a successful test of throttling the engine down to 8% of full thrust...
