the 2.1B is not yet delivered
http://forum.nasaspaceflight.com/index.php?topic=17286.msg1718700#msg1718700

and the 2.1A is now just a "dry-run" transportation to the launch pad

Four S-Net nanosatellites of the Technical University Berlin are also on board of this flight to test inter-satellite communications in S-band.

Do we know if either Kanopus-V #3 or #4 are meant to replace Kanopus-V #1, creating a 2-satellite constellation?

Or are they both meant to augment the preceding satellite's capability, creating a 3-satellite constellation?

Pardon for the Captain Obvious nature of the post, but I guess that this launch will be delayed while the apparent Fregat stage failure on the Meteor-M No. 2-1 launch is investigated.

Amazing the details cameras pick up these days. Notice the group of individuals, perhaps leaving to go to the pub, with one solitary person left behind behind looking board and playing on their mobile.
