The following idea:
We make CVD diamond plates on Mars from atmospheric CO2. The other chemical needed is hydrogen, but it's not exhausted in the CVD growth (we can get it from Martian ice). After we make enough CVD diamond plates, we attach them with fiber (or another polymer), produced from atmospheric CO2 and Martian ice. The advantage of this method is that we don't need to process Martian crust. Suggested shape is rectangular. CVD diamond is transparent, so we can use Martian sunlight to grow crops inside.
There is a disadvantage that CVD diamond growth is slow.

H2O cracked to recover H2
Chemically it works, though I doubt it could compete with mundane silicate based glass for most applications.

Considering the complexity of the operation, as well as the energy intensive operation required, it may be an option after the colony is established, but in the short term, I don't really see it as an immediate option.
If, however, these panels can be made conformally, transparent to visible light and blocking excessive UV light, they could be useful in making agricultural and community domes on the surface. Double or triple paneing the domes with these diamond plates, with a viscious, clear, polymer based fluid, that hardens when exposed to low pressure CO2, could work nicely, as there is still the risk of micro and regular meteoroids. (Deep Lava Tubes still sound like a REALLY good idea for now).

No.
Some sort of carbon fiber, sure. But CVD diamond is not a suitable material.
