From the above news source, the Glonass-K1 launch will not be executed late this year; probably it has to be deferred to next year.

I have a question about numbering. I've seen this spacecraft named as Uragan-K1 #2 (Nr. 12 or 12L) or Blok K2s (and the previous as Uragan-K1 #1 (Nr. 11)). Why the 11 number? And the K series is also separated in launch bloks by launch with the last letter denoting the launch vehicle?

Reshetnev NPO PM start the first flight article from 11; here is what the first ten Raduga were used for:-

The blok numbers are because the intention from the start was to launch in pairs, or more; the same with other GLONASS satellites.
