However, the first Russian massage gives the launch time as 21.10. If that is Moscow Time, it would make 16.10 UTC...?

It's 21:10 Beijing time = 17:10 Moscow Daylight Saving Time = 13:10 UTC. The Xinhua report in Chinese confirms the date and time.
This message reflects my personal opinion based on open sources of information.

Main Crew: Zhai Zhigang, Wu Jie, Zhao Chuandong
Back-up Crew: Liu Boming, Jing Haipen, Pan Zhanchun.

I was not able to find a Chinese source for this news but came across an interesting detail. If I understand correctly what is said in http://news.enorth.com.cn/system/2008/06/18/003414094.shtml , four of the six men came from the same 'Tianjin Air force unit' -- namely Zhai Zhigang, Zhao Chuandong, Liu Boming, and Pan Zhanchun.

This is totally unexpected for me taking into account the fact that the Chinese media said for some time that the commanders would be the two members of Shenzhou-6.

If Zhai performs the EVA, and Liu is his “first substitute for the spacewalk”, so I suppose Jing Haipeng stands in the descent module of SZ-07, and we could name him CDR…

Back in early 2005 I had a letter published in a copy of Spaceflight magazine, published by the British Interplanetary Society where I calculated the theoretical mission durations for Shenzhou missions, assuming that the now-standard flight profile is used.

There are now reports that the Shenzhou 7 flight will last ~three days, and my 2005 calculations indicate that the flight time will be 68h 28m, with a possible error of plus/minus one minute.

With a launch time of 13:10 GMT on September 25th, this implies that the landing will be September 28th at 09:38 GMT.

Earlier, an expected flight time of ~five days had been reported (which would have matched the Shenzhou 6 duration), and that would give a recovery on September 30th at 08:42 GMT.

It would be logical for the EVA to take place during day two of the mission for a three-day flight.

Really tonnes of media coverage / materials about SZ7 written in Chinese
So it is not really a secretive mission, but we need someone to translate it.

There are many versions of prediction. Here is an interview of Cui JieJun, director of JiuQuan satellite lanuch center, in Sep 16th 2008.

Than unmanned Shenzhou 8 will be launched to dock with this spacecraft. And than unmanned Shenzhou 9 will be launched to dock with this spacecraft too. And fanally manned Shenzhou 10 will be launched to dock with this spacecraft to form a mini-lab.

It's flying camera for shooting first EVA, I think. :)
