At the existing Sea-Launch complex in Long Beach, California where Boeing had its office there for the project. If you want the address search in Yellow Book or something for S7 Sea Launch Limited as that is the name of S7 Space's US operating segment.

It was in Baikonur in photos from 2000. It has been moved around over the years.

RD-0124MS is being flown in place of RD-120 and RD-8 on "Soyuz-5". RD-120 and RD-8 would need slight enlargement and thrust uprating to fly the longer and wider "Proton sized" second stage with various modern Proton-M/Angara-A3/A5 class fairings depending on the version flown.

Excluding previously designed and parts tested RD-120K proposed Russian Versions as RD-120M (similar to RD-120F) and RD-120MV and RD-8 would be replaced potentially by a high altitude version of RD-0110R or a similar like steering vernier engine.
