Here are the launch readiness dates from the report that are behind our current schedule:
ICON (Ionospheric Connection Explorer) - October 2017
Solar Probe Plus - August 2018
TESS - June 2018

After looking at the detail pages for the missions, I don't think you should pay much attention to the dates in that table.  That is when they were intended to launch, not when they are currently planning to launch. 

For ICON, it says "The ICON project plans to launch in July 2017—3 months earlier than its committed launch date." 

For ICESat-II, which is June 2018 in the table, it says "The ICESat-2 project has encountered problems with the flight lasers in its sole instrument—the Advanced Topographic Laser Altimeter System (ATLAS)—that will likely cause it to miss its committed launch date and could cause it to exceed its current cost baseline...the project now plans to launch no earlier than September 2018"

SWOT (Manifested Launch Readiness Date April 2021, Committed Launch Readiness Date April 2022) - "SWOT’s cost baseline is within preliminary estimates, but its planned launch date is 6 months later than previously expected."
(edit: I checked the previous year's report, I think the six month delay was from Oct. 2020 to April 2021.)

TESS - "The TESS project delayed its launch readiness date by 7 months from August 2017 to March 2018 due to launch vehicle and instrument-related delays, but it still plans to launch before its committed launch date and within its cost baseline." and "In commenting on a draft of this assessment, TESS project officials said they are on track to meet their March 2018 launch date, and are holding a significant amount of schedule reserves."

Lockheed Martin Space Systems Co., Sunnyvale, California, has been awarded a $45,999,901 fixed-price incentive (firm target) and cost-plus-fixed fee modification (P00010) to previously awarded contract FA8810-13-C-0001 for production of the fifth and sixth Space Based Infrared System geosynchronous missile-warning satellites. Contractor will provide integration of an additional subsystem and propulsion modifications. Work will be performed at Sunnyvale, California, and is expected to be complete by July 31, 2022. Fiscal 2017 space procurement funds in the amount of $12,190,000 are being obligated at the time of award. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.
