I find it very interesting that an H-2A 2024 should be able to loft about 10 tonnes to a 500 km sun synchronous orbit.  Some reports have the radar payload at only 1.2 tonnes.

I guess, that the reported weights of the IGS satellites are dry weights without the fuel.
