Cataloged as 41038 in a 615 x 619 km x 97.8 deg sunsync orbit with 0430 local time node.
Rocket stage in 483 x 621 km.

This is the same profile as the Jianbing-5 radar satellites (Yaogan 1, 3, 10 )
although they all had 0600 local time nodes. I think this is a radar satellite, most likely
another JB-5 or a successor generation.

What would be the advantage or reason to launch a radar satellite into a sun-synch orbit?  Discussions about the advantages of sun synch for visible imagery talk about shadows and other aspects that wouldn't seem applicable with radar.  Wouldn't inconsistent pass times be desirable for non-visible imaging to complicate denial efforts?

My guess would be power.  A satellite can always receive solar power in a sun sync orbit, and radar-sats need lots of power.

Thanks limen4, looks like the yellow area on the satellite illustration was indeeed a SAR deployable antenna

JB-13 would be the logical designator since it's the next one that's unused, but since when have the Chinese been so logical? ;)

I put Yaogan 29 in the JB-5 category because it had a similar orbit to previous JB-5s, and it was also Gunter's classification at the time I think. However given the launch date and the picture above, it's probably a quite different satellite from the first JB-5. At least it's got to be more modern technology, even if it serves a similar purpose. It's very likely it has a new JB designator, but since I could not find it I kept JB-5.
