No, it is a Russian military communications satellite which is operated by the Russian Space Forces  ;).

Possible this is not correct.
The shown image of this satellite is the same, als I built in 1/48 scale (rapid-prototyping-method), and shows the known Raduga-satellite.

Raduga-M must have be a differerent appearance and technics.

Yes, apparently Tsenki has just reproduced data from Raduga-1 description from ISS Reshetnev
A different design for Raduga-1M appears on the last page of ISS Reshetnev review ("Sibirskii Sputnik") dated December 4, 2012  (see below) - it seems similar to Express-AM platform

Practically just  about every time they get ready to launch it a Proton fails before its launch. The other times involved the SC and its manufacturing and eventually its reprocessing. That is my understanding of this SC's fate.

Oh, yes! What happened? ??? What happened? ??? Have those Russians broken again their satellite? ??? Is it quality issue again in Russian space industry? ??? It is a shame!

P.S.: Preparation of the last Raduga-1M satellite on Baikonur cosmodrome is going according to schedule.
