OSP-3 sample missions: Optical Satellite

When i took a look at the sample missions for the Orbital/Suborbital Program 3 (of which DSCOVR and STP-2 have just been awarded to SpaceX), i found following mission:
Sample MRD3-3 (Optical Satellite):
https://www.fbo.gov/utils/view?id=186f15ac89a4f598ac7aa7e08327ae06
It appears to be a geostationary imaging satellite with a launch mass of ~2000 kg. Has anyone info on this program?
Also intresting is the trajectory requirement: "The SV will be launched into GTO at 400 km with a 40° inclination."
IMHO the 40° inclination hints, that this mission is baselined for an Antares launch from Wallops Island.

Actually, those MRDs were superceded by the Feb 14, 2012 revision.
Look under SM-1.5
https://www.fbo.gov/utils/view?id=8897aa1bab45048d8e438c0da443b87b
"The primary goal of the SM-1.5 mission is to launch the SV into a slightly elliptical orbit at an altitude of 600 kilometers (km). The nominal orbit shall be at an inclination of 38 degrees."

Under the Feb 14, 2012 revision the "optical satellite" appears as SM-2.1
https://www.fbo.gov/utils/view?id=1f68470151ebcbfbcf371a746836f28c
Now the mass is 1700 kg and the orbit is given as "polar orbit at 500 km with a 90° inclination"
The illustration is still the same
