Looks like it. You'll also note some are from different years (first letter)

Also the machine series numbers are different

I'm thinking about 3 options:
1. produced (stored, waiting to launch)
2. non-produced (13 - unlucky number)
3. during production (013) redesignated to 023 (unlikely).
