The Zenit-2 second stage from the Angosat launch has been cataloged as 43090, in a 166 x 562 km x 51.4 deg orbit
Not bad: they had a deviation allowance of 1 km for 167-km perigee and 5.6-km allowance for 566-km apogee. So, it is within specifications, it seems.
I'm not sure what convention they are using - relative to geoid, orbit actually 170 x 576 km. So within the scatter in possible definitions of perigee/apogee.
