Today, Hayabusa-2 basically approved start the initial development phase next year.
I have summarized basic information following.

Schedule
 -Targeted Launch  2014
 -Arrived asteroid 1999JU3  Jun 2018
 -Departure     Dec.2019
 -Return to Earth  2020
 -After the mission complete spacecraft would be to Lagrange point.

Mass 600kg (Dry mass 500kg)
Launched H-IIA rocket

Enhanced point
  -Add the Reaction wheels 3 to 4 (Enhanced redundancy)
  -Add the Ka-band antenna
  -Science camera will be changed and enhanced.
  -Add the New explosive Impacter (mass 2kg)
     Dia 4m x depth 0.8m crater will be formed.
     2 sampling before impact.
     1 sampling after impact(Sampling from the impact crater).

Cost estimate
  -Spacecraft 14.8 billion Yen (For reference Hayabusa was 12.7 billion Yen)
 -Operational cost 1.6 billion Yen
 -Launch cost about 10 billion Yen(Not consider dual launch case)

Japan to launch Hayabusa 2 probe in 2014.

The headquarters decided to move ahead with a fiscal 2014 launch timetable for the Hayabusa 2 -- the successor to the Hayabusa probe mission to a near Earth asteroid that concluded this year -- and moon research. In response to the space headquarters' decision, the Ministry of Education, Culture, Sports, Science and Technology has included a request for 3 billion yen for the development of the Hayabusa 2 in its requested budget appropriations estimate for fiscal 2011.

In Jan.25 Hayabusa 2 is approved in development.

Ah, and it's targeting a C-type, that's good. If the sampling arm work better than the last one and can get some samples from just a cm under the surface, it will be a real steal.

Sorry if this is about Hayabusa 1, but it's too good to pass: an official LEGO Hayabusa! And get this:

Hayabusa 2 will carry three small rovers. MASCOT from the German DLR, and MINERVA II-1 and II-2. Both are almost the same model used on Hayabusa. The operation of the impactor will be observed by deployable cameras, like the ones used on IKAROS.

Answer:
Flight model.

Good of  the Japanese to have completed the actual mission hardware so quickly; and to have integrated all or most of it. They'll be ready to launch
by 2014.

Considering the trauma, and diverted financial resources, caused by that  earthquake, this progress is remarkable, and will boost Japanese morale.

Solar pannel and main structure is flight model.
But, payload and ion engines etc. are mass dummy.
