In an interview after successful launch of M3-S satellites, the Director of CSNO (China Satellite Navigation Office) told that 18 more Beidou satellites will be launched by end of 2018 to serve President Xi's "One Belt One Road" strategy and a total number of 40 navigation satellites will be launched for the next 5 years, i.e. during the 13th five-year plan.

Is it me or it is just a statement of good intentions with little actual data? I feel like they have a lot of people that really want to show all the details, but the old communist party information denial by default gets in the way.

You are certainly correct. Lack of transparency is a common problem among all Chinese space related projects - might they just don't know how to present information to the general public.

At least one misprint:
the line "Beidou-2 I4 retires in Nov 2019"
should read
"Beidou-2 I5 retires in Nov 2019"

Do I understand this list correctly that they will keep replacing all the GEO and IGSO satellites even after the MEO satellites are in place ?

Has anyone any information on how big a difference the availabilty of these satellites will make to the quality of Beidou derived positions at that time ?

Yes, 10 years ago the final Beidou constellation was planned to include by 2020 35 satellites: 5GEO 3 IGSO and 27 MEO

I found it on the above link. No idea how this (confidential information, at least in the eyes of Chinese government) leaked out. I think the information is credible except the misprint you have pointed out.

China's navigation system gets powerful chip to improve positioning

The chip supports the new generation of BDS-3 satellites for high-precision navigation and positioning, the report said.
Besides navigation, China also uses BDS for its military applications to avoid dependence on America's Global Positioning System (GPS).
