There are news of a fueling accident that killed two people today at Plesetsk during the Swarm launch preparations.

Any other information about this?

The ministry said Tuesday that the officers appeared to have violated safety rules during the regular cleaning of the fuel tanks at the Plesetsk Cosmodrome in northwestern Russia.
The three servicemen were hospitalized after breathing toxic nitrogen vapors on Saturday and their lives were not in danger, the ministry said in a statement. It did not specify how the officers died.

It does not relate to Swarm launch's preparation. Military people were cleaning rail wagons with amyl before the departing of them back to factory. Safety rules were breached.

I was wrong. It does relate to Swarm launch's preparation. It occured at 07:00 UTC on November 9th at Rokot launch pad on area 133/3: http://gvsu.gov.ru/?p=2904 (in Russian).

Launch pad 14P23 is LC133/3.
