Not necessarily, if you were to use the booster as a kick stage in conjunction with the Moon for a slingshot maneuver for a high energy departure into the system, you could use the Moon to help bring the booster back to low Earth orbit. Unfortunately, the outer 20 engines would be useless dead weight without modifications to make them restartable or have them drop off above the Karman line.

TL;DR - booster is designed for boosting from a high gravity well with an atmosphere.  It's not efficient for anything else.

Starships are for 60km and above,  They are great at it, efficient, and sending a bunch in parallel is more efficient than anyone could come up with, including Nuclear Rockets.  (see that thread if you want the details on that)

I was just disagreeing that the booster had to be disposable.  This had nothing to do with the  efficiency of sea level  engines in a vacuum.
 Personally, my stupid wild idea involves modifying a StarShip as a full sized vehicle kick stage. I imagined a stripped down ship (like Ship 26), since there would be no cargo section, stretch the fuel tanks, and have a truncated nose cone fairing which would be dropped just like F9 fairings. The bow would have both a payload/docking adapter and a ship clamp adapter (just like the boosters currently have to mate with the StarShips).
At the stern, have 6 Raptor Vac.(just like what is supposed to be done soon), but remove the 3 center sea level engines and install 4 of the smaller lunar landing engines with vacuum bells in their place.
I know we don’t know much at all about the Lunar landing engines but I figured since they will be so much smaller, and probably only about 10% the thrust as a standard raptor, they would be pretty much for vector control and propellant settling. 
In order for it to be “practical in reusability” :o , I imagined that it would remain in Earth system providing Oberth maneuvers up to slingshot maneuvers utilizing the moon. 
Where things get really iffy is trying aero braking to bring it back down to LEO without heat shield tiles.

My usual obsession with this:  A nominal (boiling) 1200t of prop for the HLS/LSS requires either the complexity of two refuelings before the crew boards in NRHO, or really, really, really tight margins/reserves.  I've been assuming a 95t LSS with a 15t crew module, Isp=369s average (3 RVacs, half an RSL).

Things are pretty comfy with 1491t of prop, which would be three additional boiling segments--assuming that everything's measured in boiling segments in the first place.  (Confused!)

I'm not gonna base my Starship specs on guesses for HLS/LSS  :)

From what I can tell, the Starship/Booster fueling tradeoff is almost completely driven by TWR.  Which is why Raptor3 changes things dramatically.

With 250t Raptors (vs. 225), and 9 raptors on Starship V2, I get a drop of Booster deltaV at MECO from 3250 to 2750 m/sec, which gives me 1600t of on Starship, or 4 more rings on Starship.  (that deltaV gets distributed to altitude, horizontal velocity, vertical velocity, and gravity losses).

I'm changing my estimate to 4 rings for fuel on Starship, +2-3 for cargo.  Though the above specs for Starlink V2-large are a bit scary, might need more cargo.

1600t fuel gives you some comfort level on HLS/LSS.

With the moon being in vacuum, would it make sense to spin horizontally? A small hill might suffice for tower. Possibly artificial with the structure built and then ballasted with regolith. Possibly allow multiple destination trajectories?
If your launcher is on a mountain or the top of a tall tower, horizontal should work well. This should allow the use of tethers instead of a rigid arm. If you can launch at more than lunar escape velocity (2.38 km/s), you may be able to launch off both ends of a symmetric tether. surround your tower with a circular mag lev and take as much time as you want to build the speed up to launch velocity, then release simultaneously. The tower will see a net zero launch force at release time, but the tension relaxation in the tethers will be fairly impressive. with a track circumference of 23.8 km, you need one revolution every 10 seconds, or 6 RPM. centripetal acceleration is
    a=v2/r
    r=28.3/(2*pi)= 4.5 km
    a= 1.26 km/s2
    a = 1260 m/s2
or about 120g.

Of course, you will need catchers out there to catch both of those payloads. If you stay just below escape velocity, those two points will be quite close to each other.
The whole point of the rigid arms was to get rid of the tethers  ;)  We had a long thread on the subject a few years ago, and I had given up on them at the time.
I've found that tethers are extremely tiresome to design effectively, and that they get suprisingly complicated vey fast.
The rigid arms are much simpler, easier to deploy and have the great benefit that some are being built at this very moment by Spinlaunch.

I have a spreadsheet on the subject.  I've just added circularization to it, but it's something of a work in progress.  Turns out that I will need to use about 5 kg from my 50 kg for propulsion.
