That's a strange patch doesn't give much in the way of clues even by their usual standards.

I dont think this is the mission patch as this looks more like the patch from ULA for the launch from SLC-37 (B)

The L-37 mission patch is a close-up of a knight with his sword handle.
The patch says "Cape Canaveral AFS" and has the Roman numerals XXXVII on it.

That said, I the wings in the launch patch. Nice subtle tie in with the mission patch.

Looks like a pretty standard eagle emblem to me.

More like a wedge-tail eagle (eaglehawk), but I think they wouldn't intend to put that it..

Yes, see SFNs Delta 4-Heavy goes to launch pad for national security flight.
(I did a web browser search and have not yet found other sources.)
