Thank you Igor.   It was not until after the posting that I noticed that the first Shijian-16 had also been manoeuvring.   Still doing the analysis.

These are three graphs, showing the evolution of the orbital periods and orbital altitudes of the two Shijian-16 satellites, plus a graph showing the phasing between the satellites around their orbits.   My versions of Igor's graph!
