If it was a French military installation this wouldn't even occur because the military personnel don't have the constitutional authority to go on strike.

Update, still a mess, roll-out today currently doubtfulAriane5 sits nicely in BAF so no issue yet (but problems getting people inside to run checks etc.)(and yes strikes are pretty common in Kourou...just like in France...)
