Is a final Proton-M/Blok DM-03 triplet launch still planned for, or is it cancelled?

Summing this all up, and seeking correction if I'm wrong...

We should could (eventually) see up to 5 more Glonass-M satellites launched:

2 more "singlet" launches on Soyuz 2-1b/Fregat-M from Plesetsk,
And 1 more triplet launch on Proton-M/DM-03 from Baikonur.

And:
AFAIU, the GLONASS M launches are currently "on need for replacement".
I.e., just like this launch: as old satellite fails they launch replacement.
In other words, they do not plan to maintain orbital spares (well, at least this is what I heard).

With respect to triplet launch by Proton - they have this as an option for a case of multiple failures in a short period.
So it is not canceled in a strict sense, however it may never happen.

And finally there is a launch of GLONASS K1 scheduled for late 2018, although it's unclear if the sat will be ready.

If the Glonass-K1 model satellites are further delayed, would the Glonass constellation continue to be supplemented by the remaining Glonass-M satellites, via single launches?  If necessary, to depletion?

What would be the fate of any Glonass-M satellites that aren't launched?

Yes. But numbers with digit 7 mean system numbers (which will assign to satellites only after launch), not factory numbers. So better to use 58, 59, 60 and 61 numbers.

A recent tender has been issued for three launches of Soyuz rockets with GLONASS-M 14Ф113 satellites. Looks like Proton-M will not be used for the final three.

Moscow. June 25th. INTERFAX.RU - The government can freeze funding for the mass production of Glonass-K satellites, since they lack imported parts, RBC learned . The site refers to the opinion of the Accounts Chamber on the draft amendments to the federal budget for 2019.

It is impossible to assemble these satellites and produce ground-based control complexes "due to restrictions on the supply of foreign-made electronic components and the impossibility of their operational replacement," the document says.

In this regard, in 2019, budget expenditures under the federal targeted program (FTP) “Maintaining, developing and using the Glonass system for 2012–2020” will be reduced by 12.9 billion rubles. 6.9 billion rubles from the reduced funds will be transferred to Roskosmos, another 6 billion rubles to the Ministry of Defense for the state program "Space Activity of Russia".

At the same time, expenditures on other measures of the Federal Program for the Development of Glonass will be increased by 7.05 billion rubles. A part of this money will be used to create an "insurance reserve of the electronic component base of foreign production, including for the manufacture of 11 Glonass-K2 spacecraft".

“The program of replenishment and modernization of the orbital grouping is preserved. There is an internal redistribution of funds for domestic development work with a view to import substitution,” commented RBC in the office of Deputy Prime Minister Yuri Borisov.

The Glonass-K2 satellites are a modified version of the third-generation Glonass-K devices (the first generation is Glonass, the second generation is Glonass-M).

The development strategy of this satellite network envisages that the last Glonass-M satellite will be launched in 2020, the last Glonass-K satellite in 2023. In the orbital grouping, there are now two Glonass-K satellites, the launch of the third is postponed due to the lack of components.

Components for "Glonass" came under the sanctions of the European Union and the United States as parts for dual-use systems, since "Glonass" can be used for military purposes.

In the summer of 2018, the Interfax source in the rocket and space industry said that when creating new Glonass-K satellites, problems arose when importing electronic components. In the Glonass-M satellites there were 75-80% of Western components.
