“We are confident in the return of Sea Launch. We may not fly on Sea Launch this year but there will be two Zenit flights to verify the system again,” Karlsen said, referring to the Zenit variant that launches from Baikonur. One launch will be commercial, he said later, and the other will be for the Russian government.

Upcoming Federal space missions planned on Zenit-3SLBF/Fregat-SB (since Zenit-3SLB/DM-SLB version currently does not have any federal missions planned).
Here are the likely candidates for federal space missions, which are manifested in 2014 since there are currently none in 2013:
Electro-L No. 2
Lybid
Spektr-RG, MKA-PN3 (Konus-M)

Which one is likely to fly on the mentioned RTF mission that is federal payload?

All remaining Zenit launches commercial and federal will be only from Baikonur complex for rest of 2013 according to current statements ROSCOSMOS, Energia, and Sea-Launch information since March 2013 as well as Official and semi-official Russian Media sources.

In the 2012 Energia Annual report is mention of ДМ-SLБ №7Л, a seventh upper stage for Land Launch. Anyone know who the customer is?

Sea Launch Announces Agreement for Launch Services
http://www.sea-launch.com/news-q11371-Sea_Launch_Announces_Agreement_for_Launch_Services.aspx

Bern, Switzerland, September 6, 2013 - Sea Launch AG today announced the signing of a launch services agreement with a proprietary customer to launch its spacecraft on the Sea Launch Zenit-3SL launch system, launching from the ocean-based Odyssey launch platform in 2016.

Sea Launch’s customer for this launch has expressed its desire to remain unnamed at the present time, consistent with its current business strategy.  Sea Launch anticipates a future joint announcement with its customer when notified that the applicable business restraints have been lifted.

“This launch will continue to demonstrate the evolution of the Zenit-3SL launch system going forward.  We offer our customers the reliability, flexibility and discretion required to best address their on-orbit business needs,” said Sergey Gugkaev, Chief Executive Officer of Sea Launch.
