Here is the environmental assessment (Nov. 2012)

Some interesting facts:

* 1st flight is planned for September 2013 with Hiakasat and several cubsats (ORS-4 mission)
* 2nd flight is planned for 2014, no payload assigned yet

* the 3rd stage is no longer the "Spark-30" (a.k.a. Star-30BP), but a "LEO-1" (likely an Orbus-1)

Argus will be launched in April 2014 on the inaugural flight of the Super-Strypi rocket out of Hawaii!

It has definitely slipped deeper into 2015, but is there any news around about this project?
This web page lists a March 1 date for a "Super Strypi 2" with an "ORS-4" payload.

Mid-2016, according to the FY 2016 budget request. Apparently there are issues with the first stage motor.

On the NASA ELaNa page, the maiden flight was set today to "NET May 2015" (on the overveiw page, it is still January 2016)

"The first launch has been delayed about two years to allow time to explore a problem found in the first stage. After a test burn, forensics showed the solid propellant had burned through insulation lining the case. It had not compromised the case itself, Anttonen says. After conducting a risk assessment for the launch, Lt. Gen. Samuel Greaves, Space and Missile Systems Center commander, and each customer agreed to allow the launch to go forward without a fix and accept the possibility of a malfunction. “It is a relatively easy thing to fix [in production,] but retrofitting it after you have done it is difficult,” Anttonen says. The additional risk does not move the launch beyond the existing medium/high category it was already occupying because it is a new system, he said. The final seconds of first-stage flight are when there is the most risk.

The University of Hawaii-Hawaii Space Flight Laboratory’s HiakaSat thermal hyperspectral imager is the primary payload; 12 other cubesats are also being launched."



It's not hard to read between the lines on that--"This is a risky launch, but now it's really really risky. But we don't have a 'really really risky' category."

They sound like they're just going to offer it to any commercial buyer who wants it, which is a lot different from saying that they have a clear intention to buy more launches themselves. It sounds a lot like the government is going to abandon the program after the first launch.

in a message to HSFL, they say more missions are planned with 2 payloads in the eval phase and 3 in various stages of design. As for the launcher it was not mentioned if these payloads will fly on on SPARK or not. Not all of my questions were answered (some due to me not being media and others they said was sensitive/proprietary info.

But it's a university group, isn't it?  They probably don't care too much, as long as it's a learning experience for their students.  Noble attempts-but-failures at some lofty goal have a long tradition at universities.

The pace at which they are moving doesn't sound like a startup, with a burn rate and when the money is gone there will be no more.  It sounds more like an academic effort, which is scheduled around coursework and teaching duties and academic calendars.  When that money is gone, write a new proposal and keep going.

Incidentally, the USAF acted as a similar early payload customer for SpaceX, too, and "abandoned" them to the marketplace for a while after that.  Help 'em get started, then if they've done it right, the world will beat a path to their door.  If they haven't, supporting them becomes propping them up, throwing good money after bad.

The payload is complete and undergoing shake testing for launch on October 29.

Payload testing is complete and in process for integration with the LV.

This launcher is in similar secrecy as DoD and NROL  payloads so be patient. As it is first flight, secrecy will likely be very high. As stated a few posts above, the forum was explicitly told that we cant expect anymore info until NET 30 October 2015. As with NROL payloads launch time will likely not be released until week of launch or receipt of final approval to proceed to launch.
