Sounds like the same trap NASA fell into -- build cool technology then try to find a use for it, rather than letting the mission requirements drive the design.  Hope they succeed nonetheless.

Thanks for the link.  In my book, Sevastyanov, the new head of Energia, is one cool dude.  In the good sense of the term.  He used to be on the board of directors of Gazprom corporation commercial satellite division(you know the oil/gas one).  Gazcom.  Talks a lot about development of He-3 on the Moon and making a spacecraft specifically (among other things) for space tourism!  How cool is that!  Energia was simply dying before, mostly making money on medical prosthesis equipment (!) but now, at least I have more hope for this once very capable organization.
