Given a launch mass of 3,540 kg, there should be a heavier satellite bound for GEO as co-payload.

Any idea how long until the other satellite is announced?

SES announced SES-14 on this first Ariane 5 flight in 2018 when they swapped their launches with Arianespace and SpaceX.
The Spacenews article announced SES-14 was moving to an Ariane 5 launch early in 2018 Q1.  (The pertinent cross-post to this thread is up-thread here.)

And SES-14 is heavier than Al Yah 3, in the 4 metric ton category.  (Al Yah 3 is about 3.5 metric tons.)

So, it could very well be the co-payload, at this juncture, but not certainly.

By Salo's listings in this thread, I see Intelsat 38 could be the co-payload, but I haven't seen a listing of that satellite's mass.

Or, GSAT-11.  It would take the heaver co-payload position as it masses around 5.7 metric tons, but it's listed as ready for launch anywhere between January and June.

(Gunter's web site http://space.skyrocket.de is always a good resource!)

By Salo's listings in this thread, I see Intelsat 38 could be the co-payload, but I haven't seen a listing of that satellite's mass.

Based on the payload (35 Ka-band TP) and the satellite bus (SL-1300)  I don't expect Intelsat 38 to be too heavy. Maybe 4xxx kg?

I should clarify that that "one year later" here just means in 2019, not "365 days after BepiColombo". I could have phrased that better in the tweet.
