Also, the investigation is the reason for the substantial delay of this, the next Proton/ILS launch, from August 29 to October 10.

And, regarding the Proton launch schedule:
According to Anatoly Zak, http://russianspaceweb.com/proton_2016.html#10 , the launch of Blagovest will only take place in January or February 2017 and the launch of EchoStar-XXI was delayed to December 2016.

This satellite appears to have followed a torturous, slightly-over-a-decade-long path from order to launch: TerreStar Networks, etc.

The launch schedule thread has this mission launching December 22.

I'll be interested to hear about the conclusions of the commission investigating the performance shortfall of the previous Proton launch's second stage and the actions to fix the issue.

Also, I'm wondering when the satellite will be delivered to Baikonur.

The massive EchoStar XXI spacecraft arrived safe and sound at the Baikonur Cosmodrome via the Antonov aircraft. The spacecraft was smoothly offloaded by the team in brisk conditions and EchoStar XXI is on its way to Building 92A-50. SSL, EchoStar Corporation

It has now been updated. The ‘satellite mission’ section was blank in the draft version.

It seems that this launch is slipping - this source gives NET December 24 and another source on NK forums reports NET December 28.
The following is brief summary:
Breez-M is currently in final processing. ILS has begun preparations for SC fueling and irreversible operations which will occur in the near future. Launch date will remain NET December 2016 until State commission gives green light for RTF.

I have also seen schedules online that have launch date as NET 28 December till NLT 31 December 2016 and launch is from 81/24.

MOSCOW, December 16. /TASS/. The launch of the US space satellite EchoStar-21 with Russia’s Proton rocket has been postponed again from December 22 to December 28, a source in the space rocket industry has told TASS.
"The newly-set date and time are December 28, 19:26 Moscow time," the source said without mentioning any reason why the launch has put off.
The Russian space corporation Roscosmos has refrained from comment.
Originally, the satellite was to be put in space in the first quarter of this year. The launch was postponed five times.
EchoStar-21 (previously named EchoStar T2 and TerreStar 2), manufactured by Space Systems/Loral is expected to provide communication services in Europe. Once in orbit, it will be included in Britain’s national register.
The previous launch of a Proton rocket was on June 9. It put in space the Intelsat 31 satellite.
