In fact if you read the entire article with a critical eye, it's hard to be optimistic about the future of this program. They sound like they're just going to offer it to any commercial buyer who wants it, which is a lot different from saying that they have a clear intention to buy more launches themselves. It sounds a lot like the government is going to abandon the program after the first launch.
