From a quick look at recent Proton launches of civilian Russian geo-comsats, it seems to me that SOP is to deliver the payload to Baikonur roughly 1 to 2 months before the planned launch date.  (Is my observation accurate?)

I wonder: will this launch be further delayed? 

Is the investigation of the 2nd stage anomaly during the Intelsat-31 launch still ongoing, and if so, is this launch on hold until a successful conclusion of the investigation?

Copy that and thank you--I was unsure if this was a Russian civilian government satellite or a Russian military satellite, and I'd missed the mention in a few other threads here identifying it as a military satellite.

According to Anatoly Zak, http://russianspaceweb.com/proton_2016.html#10 , the launch of Blagovest will only take place in January or February 2017 and the launch of EchoStar-XXI was delayed to December 2016.

Besides previous processing the satellite hasnt been transferred for prop loading. Its a bit to early given new launch target of sometime likely in July:

As I understand it, Blagovest will be a new small constellation (4 sats) of communication satellites for russian civilian operations.
Can someone explain to me what system it replaces? I was thinking meridian/raduga sats but these last are military.

During preparation of EchoStar-21, we have seen wide-angle pictures of MIK-92A-50 showing that no other launcher was there yet.
yes they were all shipped back last year. More should be arriving soon, but dates are unknown.

August 17: A Proton rocket to launch the Blagovest No. 11L military communications satellite from Baikonur. The launch was previously planned for September and October 2016 and then the end of June 2017. On July 3, 2017, ISS Reshetnev, the spacecraft manufacturer, announced that the satellite had been delivered to the launch site.

According to sources familiar with the matter, the Blagovest launch campaign had to overcome a number of technical problems under a very tight deadline. During the assembly of the first stage, a wrong cable connection in the strap-on tanks pushed the preparations at least one day behind schedule. Next, engineers discovered problems with several avionics units requiring urgent air deliveries of replacements from Moscow. Even a dynamometric key used in processing turned out to be defective, while its hastily delivered replacement turned out to be foreign-made, which military controllers banned from operations.

Facing multiple problems, the team had to work overnights and over a weekend, but managed to complete the assembly at the Proton's processing complex on time for the rollout of the launch vehicle to the Pad 24 at Site 81 on August 13. However the State Commission overseeing the launch and convened on August 12, had to authorize the rollout to the pad and liftoff on August 17. Although there were no technical hurdles before the mission at that point, Pad 24 had been formally certified for operations only until July 31, 2017, industry sources said. Fortunately, a formal waiver extending the pad operations until July 31, 2019, was signed on August 10, clearing the way for the rollout of the rocket as originally scheduled. The vehicle was installed on the launch pad in preparation for liftoff at 01:07 Moscow Time on August 17 (6:07 p.m. EDT on August 16).

Blagovest reaches intended orbit

ISS-Reshetnev Company’s new telecommunications satellite, Blagovest, which was launched on August 17 has finally arrived at its position at the geostationary orbit.

Upon arrival at the intended orbit, Blagovest’s mechanical systems, including its solar arrays and antennas, were successfully deployed. The satellite completed Sun acquisition and transmits all the necessary telemetry to the ground. When the satellite performs Earth acquisition ground specialists will begin checking out the performance of all its systems.

Blagovest №11 was designed and built by ISS-Reshetnev Company around its heavy-class Express-2000 platform. It is the first satellite which is equipped with a payload fully developed and constructed by the company on its own. Blagovest is intended to provide high-speed Internet access, data communications, television and radio broadcasting, telephony and videoconferencing services using increasingly attractive Ka and Q frequency bands.

I thought that the Briz M tank usually separated between the 2nd and 3rd burns during a 4-burn ascent.  Wouldn't that leave the tank with a sub-GEO apogee?

Is the launch vehicle at the pad?

Also:

As this is a Ministry of Defense payload, there will be no live launch webcast?

3.
Will the payload receive a Kosmos designation?  Kosmos 2520?

4.
Is the launch vehicle a Phase IV upgrade?  Or is it an earlier version?

According TLE, Cosmos 2520 is stationary now at about 45.05°E.
Tightly inbetween 45.0°E Intelsat 12 and 45.1°E Intelsat 904.
