Since it was released ... it has some interesting tidbits.

"submit it's report within 120 days of the first meeting" -- says they have until October 17 (assuming the first public meeting is the first meeting) ... which complicates budget activities.
The call for R&D opens the window to "tech development" while deferring the Moon.
Funding and support staff will come out of PA&E. That is more than just Hawes and McAlister.
$3M is tough to spend in 120 days.
Overall, looks about right to me.
