Can't find an English source yet, but Yonhap News is reporting that the launch is now scheduled on October 26 (with backup dates on October 27-31). The launch window is 3:30 pm - 7:00 pm LT (06:30 - 10:00 UTC).

The problem is that in the N-K announcement, they call it "a copy of KMS-3", not "KMS-4".....

New topics:
Brazilian launch shedule
North Korean launch shedule
South Korean launch shedule

Maybe there is a typo in the thread title. I don't mind, but as these threads are meant to stay for a long time, maybe you want to consider a correction.

TBD - ELE - Haas - Balloon over Black Sea (Romania)

Not balloon but supersonic plane IAR-111, and not Haas rocket but Haas 2. Another option is that the ELE will be launched by Haas 2C rockret from ground - on the ARCA webpage it is not clearly explained. The launch is scheduled for 2014.
