Cyclone 2K APM-600 upper stage

This upper stage was advertised as having flown in space 30 times, but I have no clue who builds it or who designed. My suspicion is that this was a MIRV bus for a naval missile, but maybe one of the experts can tell us for sure.

The Cyclone 2K project was to use this instead of the traditional Cyclone 3 upper stage. Unfortunately, the LEO market kind of rolled over and died, so Cyclone 2K remains unflown. Had the Ukrainians gotten their hands on a Lh2 upper stage, they may have had an impact on the GEO market.

It has been developed by the KB Makeyev - the No. 1 source of russian SLBMs. So it's highly likely that your assumption is right. But there are few (or even no) technical details about the ADU-600 stage.
