Sounds somewhat oversized for three Gonets-M. I suspect, there will be secondary payloads.
unless it is flying with payloads from Strela or Rodnik.
Gonets-M1 is designed fly 6 at a time via Soyuz-2-1v/Volga so even more could in theory fly on a Soyuz-2-1b/Volga or Fregat-M/MT

Up to 7 Gonets-M1 on an Angara.
