Thanks, so we have to assume that "Б 11" is short for "Благовест N°11Л"

Has this satellite been delivered to Baikonur?  (I assume no, otherwise it would have been noted in this thread.)

From a quick look at recent Proton launches of civilian Russian geo-comsats, it seems to me that SOP is to deliver the payload to Baikonur roughly 1 to 2 months before the planned launch date.  (Is my observation accurate?)

I wonder: will this launch be further delayed?

Is the investigation of the 2nd stage anomaly during the Intelsat-31 launch still ongoing, and if so, is this launch on hold until a successful conclusion of the investigation?

Planned Russian space launches
(suborbital launches are not included!)

2016
Date – Satellite(s) – Rocket/Upper stage – Cosmodrome – Time (UTC)
<snip>
NET End of September / October - Kosmos (Blagovest) - Proton-M/Briz-M - Baikonur, 81/24
<snip>
Changes on August 23

Edited: time of delivery to Baikonur before projected launch date--from "2 months" to "1 to 2 months."

This is military launch. So it may have been delivered for a while without any press release...

Copy that and thank you--I was unsure if this was a Russian civilian government satellite or a Russian military satellite, and I'd missed the mention in a few other threads here identifying it as a military satellite.

While looking for something else, I also found this mention here: http://russianspaceweb.com/proton_2016.html

According to Anatoly Zak, http://russianspaceweb.com/proton_2016.html#10 , the launch of Blagovest will only take place in January or February 2017 and the launch of EchoStar-XXI was delayed to December 2016.

Now that EchoStar XXI has successfully launched, is there any apparent activity at Baikonur regarding the Blagovest launch campaign?

Besides previous processing the satellite hasnt been transferred for prop loading. Its a bit to early given new launch target of sometime likely in July:

2017

As I understand it, Blagovest will be a new small constellation (4 sats) of communication satellites for russian civilian operations.
Can someone explain to me what system it replaces? I was thinking meridian/raduga sats but these last are military.

During preparation of EchoStar-21, we have seen wide-angle pictures of MIK-92A-50 showing that no other launcher was there yet.
